Public Health Management Corporation seeks Director – Restore, Repair, Renew

The Director is responsible for oversight of the Restore, Repair, Renew: Philadelphia Neighborhood Home Preservation Loan Program (RRR). RRR is a new innovative initiative developed by the Philadelphia Redevelopment Authority (PRA) to increase access to low-interest loans for low-, moderate-, and middle-income City residents who own a home in need of essential repairs. Due to their current financial standing, many Philadelphia homeowners are not able to get loans to make essential repairs that can remediate issues like poor weatherization, moisture control, fall hazards, and others, forcing them to live in homes with pathogens that may increase respiratory conditions such as asthma, lead poisoning, and other health problems. In addition, these homeowners may suffer from other significant issues such as lack of accessibility, poor or absent weatherization, and high energy bills due to inefficient equipment. The goals of the RRR are to:

  • improve the livability and safety of homes with deferred maintenance issues;
  •  repair the city’s aging housing stock so that it contributes positively to the long-term growth of our communities; and
  • provide access to low-cost financing, financial counseling, educational materials, and technical assistance for potential borrowers.

The Director will be responsible for the implementation of RRR providing overall strategic direction, administration, contract management, reporting requirements, partner relationships, developing and maintaining a list of qualified contractors, and all other duties needed for RRR to be a success. The Director will supervise the Senior Navigator, Intake Coordinator, and Outreach Coordinator. In addition, this position is responsible for sustaining and growing RRR, to include: developing new methods and approaches to improving community health outcomes through housing and economic development, developing and retaining a talented workforce, cultivating and stewarding partnerships, and providing fiscal oversight of grants and contracts within the department.
