The Philadelphia City Planning Commission is seeking a Planning and Zoning Grants Manager

Organizational Overview:

The Department of Planning and Development (DPD) includes the city’s housing agencies, planning commission, art commission, historical commission, zoning board of adjustment, developer services, and more. These divisions work hand in hand to promote the economic health of all neighborhoods and the city. The Division of Planning and Zoning (DPZ) is responsible for the Planning Commission, Historical Commission, Art Commission and Zoning Board of Adjustment.

Position Overview:

The Planning and Zoning Grants Manager will be responsible for proactively seeking out, applying for, tracking, and administering relevant grants of the federal infrastructure opportunities from IIJA/BIL. The position will analyze grant applications and parameters of proposed grant funded programs, prepare cost schedules for inclusion in grant applications and requests for proposals (RFPs), develop and review grant applications and RFPs for accuracy and completeness, develop schedules and timelines for inclusion in RFPs.  The manager will work in collaboration with DPZ leadership, the city’s grants office and an interagency working group of grants managers to ensure that decisions are coordinated on IIJA/BIL grants to pursue.  Although the priority of this position will be on IIJA/BIL opportunities, this position will also be responsible for overseeing the applications for other relevant grants for DPZ agencies.  This includes from federal, state, regional and philanthropic organizations. This position will engage with other DPZ managers to determine which grants are relevant and to coordinate grant applications. For all grant funded projects, this position will review contracts and specifications prepared by consultants, attend, and conduct pre-proposal meetings, evaluate, and organize information in preparation for bid, award recommendations in conformance with City and Procurement department rules and monitor contract processing procedures. Coordination with other agencies, departmental and city finance and procurement staff is critical.  

The Grants Manager will play a central role within DPZ and reports directly to the Assistant to the Deputy Director for the Division of Planning and Zoning.

Salary Range: $65,000 – $70,000
