Philadelphia City Planning Commission Learning Series: Intro to RCOs and Zoning

The Philadelphia City Planning Commission (PCPC), is an independent agency of the City of Philadelphia created to guide the physical development of the City. As part of the Philadelphia Department of Planning and Development, PCPC is a bridge between the public and the government. They guide investment and growth in Philadelphia.
