PACDC testified before City Council’s Committee on Housing, Neighborhood Development, and the Homeless on Friday, May 29 2020 on a package of bills known as the Emergency Housing Protection program. The bills would create an eviction diversion program, waive late fees, extend an eviction moratorium, increase penalties for illegal lockouts, temporarily prevent rent increases, and require payment agreements for tenants hurt by the COVID-19 crisis. Five of the six bills were approved by the Committee and passed by the full City Council on June 18, 2020; the bill that would prevent rent increases did not pass Committee.
