Program Description

PA Act 135, the Abandoned and Blighted Property Conservatorship Act, is an increasingly popular and powerful tool that is being used by neighbors, community organizations, and developers to address the problem of persistently vacant and blighted buildings across the state. Hear from local experts—including a CDC director, a land use attorney, a real estate entrepreneur, and the Common Pleas Court judge who thus far has heard the majority of these cases in Philadelphia—about how the law has been used and what the impacts have been on neighborhoods and communities around Philadelphia and across the state.
