On February 13, 2018, PACDC testified before Philadelphia’s Division of Housing and Community Development (DHCD) and Commerce Department on needs for more affordable housing and neighborhood economic development. The annual hearing on the CAPER, or Consolidated Annual Evaluation and Performance Report, is required by the U.S. Department of Housing and Urban Development (HUD) and helps inform the drafting of the FY19 budget. PACDC called for at least doubling dedicated revenue to the Philadelphia Housing Trust Fund, helping neighborhood commercial corridors with capital improvements, offsetting security costs associated with community events, aid for translation services for local small businesses, and to preserve funding for the Neighborhood Advisory Committee (NAC) program.
